During my deployment attempt I receive the following Error when trying to Activate the Custom User Administration step:

Error
Additions to this Web site have been blocked.
Please contact the administrator to resolve this problem.

Does anyone know what could be causing this?
Any help would be appreciated. Thanks.

Here is what my log says happened:
